Peru's President: Law guarantees transparency, ensures resources are used with integrity

President Dina Boluarte on Monday stated that the law amending the foundational statute of the State-run Peruvian Agency for International Cooperation (APCI) aims to guarantee transparency and ensure that public or private resources are used with integrity.

"Today, we have taken a firm and resolute step in favor of transparency, sound public management, and the strengthening of our democracy. Oversight and accountability are essential prerogatives of a constitutional, sovereign, and democratic State," Mrs. Boluarte said.

She specified that the law includes, among APCI's functions, the promotion of transparency and effective supervision of the use of non-reimbursable resources received through international technical cooperation.

With this amendment -she said- APCI assumes responsibility for the implementation, organization, planning, and oversight of non-reimbursable international cooperation managed by the Peruvian State.

Similarly, it implements the National Policy on International Technical Cooperation aimed at attracting resources for national development and promoting Peru's cooperation offerings to the world.

"From now on, entities that receive international cooperation resources, including non-governmental organizations, must register their plans, projects, programs, and activities, as well as the execution of their expenditures, in a public information registry managed by APCI," she stated.

The top official explained that the regulation empowers the National Superintendence of Customs and Tax Administration (Sunat) to assess the creation of a specialized unit to ensure effective oversight, and that any contract or legal act entered into by the Peruvian State with organizations managing international technical cooperation must have prior approval from APCI.

"In a modern democracy, no one should fear transparency. No one should feel targeted or affected when the purpose of a regulation is to protect the public interest and ensure that every (Peruvian) sol, every (U.S.) dollar, every euro that comes to Peru in the name of international cooperation fulfills the goals and proposals that made the support possible," she expressed.

In that regard, President Boluarte said the law is an important means to ensure that international cooperation remains a strategic partner in the country's development, with clear rules, effective oversight mechanisms, and the trust that can only be achieved through full transparency.

The regulation, she said, will also safeguard the supreme interest of democracy and national unity, and will place under review "a minority of NGOs that act against the country's interests, sowing hatred, and attacking the system."
